When Voltigeros conquer a city or is next to a city being conquered they grant a free Envoy. UU: Voltigero: Colombian Unique Unit unlocked with the discovery of Rifling, starts with Level 2 and receives a Combat Bonus when fighting in the owner's home continent. UA: Cucuta Congress: Receives an additional Diplomatic Slot in any Government and +1 Culture from Envoys sent to City-States. Ingame this makes Colombia a powerful diplomatic civilization, with capacities towards conquest thanks to Bolivar. Ingame, Bolivar has under his command the unique Libertadores, each with their unique abilities, allowing him to develop his nation with the aid of them or defeat powerful enemies.
